The Supreme Court is currently hearing a case where North Carolina legislators are asking the court to grant them unfettered power to set rules for voting and elections, without state constitutional limits.
It would seem that the preamble to the Constitution says it all. We the People. In other words the Constitution derives its power or meaning from the people. And if the Supreme Court allows state legislatures to dismiss the votes of the people, then the Constitution has lost its authority.
