Bears Ears, water rights, consultation were key issues, says tribal Chairman Manuel Heart

Manuel Heart, Chairman of the Ute Mountain Ute tribe and tribal councilwoman Regina Whiteskunk attended the White House Tribal Nations Conference in Washington D.C. this week. They encouraged President Barack Obama to designate the Bears Ears National Monument, and discussed Native American water rights.
